  • 24 Jul 2019 in National Assembly: Members of Parliament are also representatives of the people and having looked through the Report, the Committee Members have said that they did public participation. What is not clear is whether the military itself did public participation on the ground as an agency that is interested in that land. That is not clear. There should have been an attachment of the public participation and not just the Committee going to find out.   • 24 Jul 2019 in National Assembly: Secondly, the two recommendations say that the Ministry of Defence should carry out due diligence on the ownership of the proposed land. My thinking is that the Committee ought to have recommended that the process be stalled until the ownership of the land has been justified by the Ministry itself, but we do not know if the process is continuing as they find out about the ownership of the land.   • 24 Jul 2019 in National Assembly: I am speaking this way because my county is one that is largely occupied by military bases in this country. We have them in Samburu East, Samburu West and Samburu North. We have seen a scenario like this in my constituency where the former municipal council in the 1980’s gave out land to the military. The military used it for some time and never went back to do anything on that piece of land, and yet it was very close to Maralal Town. After sometime they left, there was encroachment on that land and people have lived on those two ... view
