It was interesting because the military told us they cannot go there because it is inhabitable and inaccessible. If the military cannot access those places, how do we expect the people of Samburu and even other communities to access them? They should go there and open up that area. We are ready to give them as much land in that area so that they can open it up and reduce some of the vices challenging us with regard to matters security.

I cannot belabor the issue of the ecosystem. Talking about Masaai Mara we have a game reserve there and the environmental impact assessment is not something to be taken lightly. We all know that we rely on it as a nation since it is a very useful resource. Although, we cannot say we do not need this facility because matters security is important, but communities should be respected and due diligence done before we get to the level, we are in.

Therefore, with all those reasons I just want to mention that in Samburu East we have seen many children maimed every other time by bombs carelessly left behind and unattended which cause loss of lives. Therefore, we should think clearly if we have exhausted areas already adjudicated and if they are in use. Finally, we need to think about the whole aspect of our country regarding the issue of public spaces and land. Thank you, Hon. Temporary Deputy Chairman. I do not want to belabor this point. As soon as we have passed this Budget in the Committee of Supply and we have appropriated, we will be following up very keenly to see whether members that we represent have been compensated and, if not, in the next budget, there would rather be zero allocation on issues of compensation rather than voting in this House issues of compensation and nothing is actually not done. In the next budget, if it does not happen, they will get zero allocation.

On UHC which has been mentioned severally by the Members of the Departmental Committee on Health, and since I also sit in the Budget and Appropriations Committee, the whole aspect of holding the money until we get the report of the pilot project is so that we do not redirect that money to other projects. Once we get the report probably in 60 or 90 days, then we will start looking for money which is not there to fund UHC. One of the things that I am also happy about in this Budget is the issue of young people – the internship and the Ajira programmes. If you notice in the Ajira programme, there was a reduction because there is a lot of duplication in our budget. We want to do Ajira in our constituencies. We want to employ interns from our constituencies. All these monies should be consolidated so as to ensure that our young people benefit from internship and also from the Ajira Programme.
