As much as we would not really bother about it, since once a function has been devolved it cannot revert back to the national Government, those who want it brought back to the national Government are creating a perception that devolution is not working. As a country, we know how important this matter is to us. After the former Inspector-General, Mr. Kimaiyo, and also Mr. ole Lenku, Kenyans have been looking forward to having these people in place.
