Self-regulation is very important. We know there is the NGO Council. Of late, we have found it to be very problematic. It has been fighting with the NGO Co-ordination Board as well as within itself. We need to see discipline and order with the Independent Regulatory Council that is proposed in this Bill.

Mr. Deputy Speaker, Sir, the issue is very sensitive in terms of petroleum discovery in Turkana. The Minister should be pushed hard enough to present this. This is a national issue and petroleum is not only in Turkana, it is even in Coast and North Eastern provinces. We want a comprehensive Statement on the issue.

Mr. Deputy Speaker, Sir, my issue here is that if the Minister will be absent and there is no Assistant Minister, it is not fair because we require fundamental answers. There are roads like the Miritini Road where trucks are stuck for 24 hours and nothing is done by this Ministry.

Mr. Speaker, Sir, I can see that the Minister is changing the goalpost for CDF. He is acting as if CDF has just come into being for the first time in this country when we had the CDF even in 2007. We did not freeze any of the CDF accounts in 2007. The Minister is now freezing CDF accounts as if we are not going to have Members of Parliament (MP) coming back to hand over. So, I wonder whether this is the appropriate way of dealing with CDF. The Ministry has employed full time Fund Managers to manage the ...
