  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is a national issue. It is a security issue. We left Tana River to “boil” until it erupted and claimed over 100 people. We are seeing the same thing in North Eastern. These things cannot be left to the two interested individuals. This is a national issue; it needs to be addressed and the House needs to address it. view
  • 25 Sep 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I am very concerned that you are reducing the time that we want to contribute. This is an important institution within the Constitution. We cannot just rush things just because somebody is in a hurry. It is very important for us to be given enough time to discuss. We support these appointments, but the security of the country is paramount. We cannot just go dilly- dallying in the name of “we are rushing”. No way. I think you should give us time to interrogate this issue. view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the appointment of these distinguished Kenyans. I have experience in working with Mr. Kavuludi. He was my Commissioner of Labour during the most difficult time when there were wild strikes after NARC took over the Government. I worked with him and we were able to address issues. In terms of integrity and capability, Mr. Kavuludi is excellent. Mr. Murshid was also my chairman of CDF in Mvita and he did a great job in Mvita. Mr. Temporary Deputy Speaker, Sir, I also think we need to reform the police force in ... view
  • 12 Sep 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Prime Minister to confuse the House? We know that the Greenfield was a project under Vision 2030; so, it is a Government project. The tender that is being questioned is on the Greenfield project which has already gone through a process which the Executive has taken action on. So, there is no way we can say that the Government has not addressed this issue. The issue is in the public domain and needs to be addressed. If the Government is taking too long, then ... view
  • 12 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With regard to Question 1709, I had requested the Minister to table the list. Can we get the list prior to him answering the Question so that we can scrutinize it? view
  • 12 Sep 2012 in National Assembly: Yes, but it was deferred until today, Mr. Deputy Speaker, Sir. view
  • 12 Sep 2012 in National Assembly: No, Mr. Deputy Speaker, Sir. view
  • 12 Sep 2012 in National Assembly: No, he has not furnished me with a copy of the written answer. view
  • 12 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have a copy of the written answer but I do not have the list and the map of the area. So, I have a partial answer and I think it will be important to table the list. We can scrutinize the list and then interrogate the Minister. view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, as we are talking today, there is already an encroachment on the national park. It is very clear that the procedure must be followed. If the Government needs to encroach on the national park, it should get that approved by the Cabinet and bring it to Parliament; let us discuss it; let us look at the interests of the country and then proceed and approve it. This jua kali way of getting things done by this Government should stop. The Assistant Minister has not cleared the situation about the encroachment by the contractor who is already ... view
