(a) I am aware that parts of lower Eastern Province have been experiencing drought due to poor performance of the short rains from October to December, 2007, and the long rains from April to June this year. This has resulted in food shortages in this area which, like other arid and semi-arid areas of the country, is prone to famine particularly when the rains do not perform well. Mr. Deputy Speaker, Sir, first of all, why I referred, in my answer, to those areas is because the famine affects the larger Kitui area. So, I had to refer to them. The Questioner asked about the lower Eastern, but it is not Yatta alone which makes up the lower Eastern Province. Whereas we do appreciate that there are problems in this area, from January, 2008 to June, 2008, we have distributed 18,200 bags of maize, 3,300 bags of beans and 300 bags of rice in the lower Eastern Province. Mr. Deputy Speaker, Sir, we usually have a SFP where we do it together with the WFP. Now, because of the amount of money involved and the increase in prices of food, the number of children going to school has gone down. It is not easy for us to cover every place. However, we are asking the DCs, with whom we work, to allocate schools some food through the DSG. For the time being, we have to make do with what we have as we try to increase our stock.

Mr. Deputy Speaker, Sir, I beg to reply. (a) I am not aware of any relief food given to Teso District on 23rd June, 2007. However, I am aware that on 23rd June, 2008, the district was given 100 90-kilogramme bags of maize, 300 50-kilogramme bags of beans, 150 cartons of 6x3 litres of cooking oil. The food is meant for people displaced by floods. The beans and cooking oil were delivered by our contracted transporter to the district. Mr. Deputy Speaker, Sir, while I agree with the hon. Member, he is also a Member of the DSG. They are the ones who make the decision on who should transport the food to the users. I cannot make a decision for Teso District. I know that the lead agency who sits in the DSG plus the Member of Parliament--- Of course you are not the Member for Parliament for this area. On a point of order, Mr. Deputy Speaker, Sir. I am wondering whether the hon. Member expects us to give them food and then go the DSG to make a decision on how it is supposed to be delivered. I am rather concerned about the attitude the Member is taking.

Mr. Deputy Speaker, Sir, I think I clearly said that the issue of flood mitigation in that area--- Flood mitigation is handled in two ways in this country; as an emergency or a long-term issue. The issue of flood mitigation in Teso should be handled by the Ministry of Water and Irrigation. The programme in my Ministry is referred to as one of the special programmes. This is because it is a specific programme for a specific area.

Mr. Speaker, Sir, I beg to reply. (a) I am not aware that there are chiefs and assistant chiefs in Konoin Division whose houses were burnt during the post-election violence. However, I am aware that many people, including some chiefs and assistant chiefs, lost their houses during the post-election violence. Data on the number of burnt down houses is being verified. The affected chiefs will be resettled alongside other IDPs. (b) The Ministry has set aside Kshs25,000 for each family whose house was destroyed during the post-election violence. Mr. Speaker, Sir, I have said that I am not specifically aware about Konoin. I have a list of Internally Displaced Persons (IDPs) and I have been informed that some of them are chiefs. However, I do not know which areas the chiefs come from. I am considering all IDPs equally, irrespective of whether they are chiefs or DOs or whatever. They are all IDPs.

Mr. Speaker, Sir, the hon. Member is so keen to have his chiefs re-settled, but he has forgotten the other IDPs. There are other people who are IDPs.
