Deputy Speaker, in addition to the above recommendations on the Fourth Thematic Area, the Committee recommends various legal, policy and institutional reforms to improve the electoral system and processes. The Commission ensures that there is a progress report of the registration of prisoners for presidential elections. There should also be a progress report on the progressive realisation of registration of Kenyans abroad. The use of waiting cards should also be disallowed in the registration of voters. Deputy Speaker, if you can recall this was the main bone of contention and it is important that my colleagues note that within 48 hours after the serving of a petition challenging the election of a President elect, the documents will be delivered to the Supreme Court by the IEBC.
