I am excited by what KeNHA is doing in our country. The reclassification will add them more work or roads, so that they can cover this. My concern is what happens to roads in cities and big towns in this country. They now fall under county governments. How much work can be done through the county governments with the naughtiness we have undergone since the inception of devolution? This is a concern that we need to look into so that we can make the corrections and amendments that are required for us to enhance what is in this Bill and ...

Hon. Temporary Deputy Chairlady, I want to oppose Hon. Nassir’s amendment. The County Commissioner’s Office is there. The allergy that people have to County Commissioners should stop. The NLC is at the national level and somebody at the grassroots must do this work. There is representation of people at the grassroots. The selection committee is quite in order.

Hon. Temporary Deputy Chairlady, I wish to also support this amendment in the amended form to allow qualifications in social sciences to be carried on board. That means the person who is going to be given that particular duty will encompass many Kenyans who will be capable of doing the work.
