  • 30 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I support the Adjournment Motion. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 30 Apr 2015 in National Assembly: Last time we went on recess for only 10 days, including the holiday. Therefore, it was actually a seven-day recess. We need this time to go and talk to our constituents. Insecurity is a major problem we are facing in this country and we need to go out there, as the leadership of this country and opinion leaders, and sit down with our constituents and discuss this issue. We should ensure that we consult and discuss issues with the security committees at the constituency level. I have been concerned about certain things that have happened. All my colleagues have been ... view
  • 30 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, I was referring to “ bonga points” that one tries to accumulate by opposing anything that the President has done. We have to be very careful because the same voters will turn against us and say that we have had our one term and, therefore, we should go home and leave the parliamentary seats for other people. I noticed you talked about ranking Members of Parliament. Ranked Members are the ones serving a second term and more. They are the ones we had to look for and---- view
  • 30 Apr 2015 in National Assembly: Our own Speaker was out there and he is a former Member of Parliament. We need to work together and give the team of the Speakers Panel; the Speaker, the Deputy Speaker and the Chairman an opportunity to work together. I wish you all the best as we go home. Let us talk to our people. Let us share what President Uhuru Kenyatta is doing for this country. I beg to support. view
  • 23 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to contribute to the Prohibition of Anti-Personnel Mines Bill, 2014. Our Constitution in Chapter One is very clear on our obligation as a country to any international law or treaty. Article 2(6) says: “Any treaty or convention ratified by Kenya shall form part of the laws of Kenya under this Constitution.” As a member of the United Nations (UN) and a signatory to other conventions, we appended our signatures to the UN protocols that have since been implemented in other countries and more so in ours, though the ratification ... view
  • 23 Apr 2015 in National Assembly: simply because we have not passed this law. This Bill comes in at a very important time so that we can deal with the issues of the anti-personnel mines which have been a bother to our armed forces or Defence Forces personnel. view
  • 23 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, considering where Kenya is and we are bordering countries which have major problems, I wish to take this opportunity to thank the Leader of the Majority Party who has brought this Bill at this time on behalf of the Government so that we can do what we had appended our signatures to. This protocol that we had signed has several articles. When people go through it, they will see that it has touched on all the issues that concern our people more so at a time when Kenya is undergoing a very difficult time. This is ... view
  • 23 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that The Fisheries Management and Development Bill (National Assembly Bill No. 20 of 2014) be now the Second Time. view
  • 23 Apr 2015 in National Assembly: This is a Bill for an Act of Parliament to provide for the conservation, management and development of fisheries and other aquatic resources, to establish the Kenya Fisheries Service and for connected purposes. It is important to note that there are quite a number of Acts, agreements and other measures and resolutions which have been put in place for so many years, yet they are pieces found all over which need to be put together. As time moves on, we need to put in place proper law which is going to make sure that we develop our fisheries industry. view
  • 23 Apr 2015 in National Assembly: The global demand for fish has put pressure on the natural fish stocks, and aquaculture fisheries play a critical role in food security, especially in nutritional status and employment creation. view
