Thank you, Mr. Speaker, Sir. As my health condition fluctuated from time to time, there was a long debate in Nyeri County as to whether or not I would survive. By the grace of God and prayers from family, relatives and the people of Nyeri County, my health continued to improve considerably. However, by January 2016 my health deteriorated and I was admitted in hospital until April, 2016. The Members of the County Assembly of Nyeri County had, through intimidation of my officers with the threat of impeaching them, managed to allocate for themselves contracts worth Kshs6 million each in every ward, contrary to Article 174 of the Constitution, Section 87 of the County Governments Act and particularly, Section 9 of The Nyeri County Public Participation Act of 2015. (b) What urgent measures will the Minister take to save them from disease and imminent death as a result of starvation and cold weather?

Mr. Temporary Deputy Speaker, Sir, I also want to join my colleagues in commending the Ministry for a job very well-done. The reforms that are in place are beginning to bear fruits. But, perhaps, my only plea is to request the Ministry to ensure that these reforms are speedily implemented. Mr. Deputy Speaker, Sir, I think the Assistant Minister must do better than that. Providing money in the Budget does not mean that, that road is going to be built. The Assistant Minister should tell the hon. Member when tenders will be opened. What is the time between evaluation and award? When will the construction of that road start? By merely saying that the money is in the Budget is not an answer to that particular Question. Could the Assistant Minister tell this House when that road will be constructed?

Mr. Temporary Deputy Speaker, Sir, I asked this Question because, under July 11, 2007 PARLIAMENTARY DEBATES 2399 the Coffee Act, the Millers Licence is supposed to be for firms that are doing milling, while those who are selling coffee are supposed to have the Marketing Coffee Licence. But what is happening here is that the same people who are holding Dealers Licences have been issued with Marketing Coffee Licence and licences for buying coffee.
