  • 3 Jul 2007 in National Assembly: Mr. Speaker, Sir, perhaps the issue is that US$150 million is a lot of money. If it is contained in the Strategy Paper, traditionally that is not where the Minister should account to the House how he is raising funds and how he intends to spend the funds. Perhaps the Minister should tell us, specifically, why such a big amount of money would be omitted in the Budget. The Minister has been assuring the House that he is able to meet the deficit, but we have noted that there is no deficit in this Budget. Perhaps, he should explain a ... view
  • 3 Jul 2007 in National Assembly: Mr. Speaker, Sir, according to the Minister this is in a Strategy Paper, but it is not in the Budget that he read to the House! view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has not told the House what is the problem with Kshs641 million. The amount of Kshs641 million emanated from coffee that was sold during Sale No.41 several years ago. But farmers were not paid that money. The Government 1698 PARLIAMENTARY DEBATES June 12, 2007 has bailed out coffee farmers to the tune of Kshs5.8 billion. What the farmers are saying is: "Before you come to pay debts for us, could you just pay us for the coffee that we have sold?" Could the Assistant Minister tell the House why the assets of Coffee Board ... view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, squatters and people living by the roadsides are all over the country. The Government has been setting aside money to settle squatters in the Budget year in, year out. Could the Assistant Minister tell the House how many people were settled last year? Could he also confirm that those particular squatters, and many others in the country, will be settled? The answer we have been receiving in this House day in, day out, is the same. But we are not seeing any action on the ground. Could he confirm? view
  • 24 May 2007 in National Assembly: asked the Vice-President and Minister for Home Affairs:- (a) whether he is aware that the families of prison warders who perished in a road accident at Ruaraka on 1st, December, 1994, while on their way to Uhuru Park for Jamuhuri Day celebrations rehearsals have not been compensated; and, (b) what action he is taking to ensure that the beneficiaries are paid indicating when the payment will be made. view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister clarify because he has just said under part "c" of his answer that the Ministry has a policy not to interfere? Basically, what we are asking for here is interference. What plans does the Ministry have for tea farmers alongside the Question he answered a little earlier? That the Government has bailed coffee farmers to the tune of Kshs5.8 billion. Could the Assistant Minister consider interfering in the tea sector so that, that particular problem in Konoin is also addressed? 930 PARLIAMENTARY DEBATES April 25, 2007 view
  • 10 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the allegations made here are serious. The fact that a Kenyan can be sent out of this country as an alien is a serious allegation. Could the Minister clarify to the House how the Ministry establishes that one is a Kenyan? Is the mere absence of an identity card at the point of arrest proof that one is not a Kenyan? What steps did he take to establish that these so-called aliens were actually non-Kenyans? This is important because national identity and belonging to a country is a very serious matter. view
  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Minister for what he has tabled. I made a contribution last week but it is good that he has tabled the list because that matter is getting politicised for nothing. I hope that list shows what has happened in this country for the last five years. It also shows how people have come into the Public Service and parastatals progressively. I think that should be the answer. There is no need to pre-empt debate before looking at that list in detail. view
  • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to take this opportunity, first of all, to thank His Excellency the President for the exposition of public policy. view
