  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let me say again to hon. Chanzu that the reason for the smell--- The smell comes from the waste stabilisation points. How does it happen? It happens because of temperature inversion. That is a normal occurrence. Now, I accept that the smell--- view
  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am gratified that hon. C. Kilonzo has commended the effort at Gilgil. It has improved the technology available to deal with that issue. I want to assure my colleagues that, that technology will be widely used to deal with that issue. Thank you, Mr. Temporary Deputy Speaker, Sir. view
  • 12 Nov 2008 in National Assembly: On a point or order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member really in order to refer to me as "half" Minister? view

  • 11 Nov 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I will be very brief, indeed. I rise to support this Bill. Mr. Temporary Deputy Speaker, Sir, I want to just spend a moment or so, to also talk about the things that are going right. That is because in this country, far too often, I think we spend a lot of time looking at the issues that have not gone on well. We do not spend enough time looking at issues that have gone well and communicating them to this country. Mr. Temporary Deputy Speaker, Sir, the Minister indicated to the House ... view
  • 5 Nov 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I know I have a couple of minutes. Therefore, I will go straight to my point. First of all, I rise to support this Motion. I would like to say that this Motion provides us with a unique opportunity to really examine the system of governance that we want in this country. When you have a parliamentary system, you have an opportunity to bring the Executive to account. If we say that Parliament will have a unique fixed term, what happens to that opporutunity? I think this Motion will give us an excellent ... view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give Notice of the following Motion:- THAT, appreciating the fact that rural enterprises fail to take off due to lack of seed capital; further aware that pooling of funds is one of the means of achieving community development; noting the inherent fund raising potential among ordinary Kenyans in rural and urban areas as evident from the over-subscription of the Safaricom IPO and other IPOs; this House do grant leave for the introduction of a Bill entitled "the Constituency Revolving Fund Bill", to establish a constituency- based non-lapsing enterprise fund to provide credit to ... view
  • 30 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I will be very brief indeed as the hon. Members are urging me to be. I rise to support this Bill. This matter of counterfeiting is a very serious one for our economy and, in fact, this House has addressed itself to this issue a couple of times in the very recent past. It has asked the Minister on a couple of occasions to show what he is doing about combating this menace. Some Members have brought to the House what it is that this economy is losing because of counterfeiting and I ... view
  • 30 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support this Sessional Paper because the livestock sector is, in fact, a very significant sector. Let me, from the very beginning, congratulate the Minister for bringing this Sessional Paper before the House. I believe it will allow us, as a country, to realise the vast potential of that sector. Mr. Temporary Deputy Speaker, Sir, good management practice is that we benchmark ourselves against others. If we were to compare the total value realised from that sector to that of Botswana, the herd size or the number of animals that they ... view
  • 14 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I stand here to challenge the Ministry of Agriculture. For the time we have been here, we have heard that fertilizer is selling at Kshs1,600. I would like to ask the Assistant Minister to tell us the truth. Right now, fertilizer is selling at Kshs6,000 and farmers are not able to plant. Even if the Ministry was to bring the top-dressing fertilizer, there are no crops on the ground. Could the Assistant Minister tell us the truth? Is there fertilizer that is selling at Kshs1,600 or there is no fertilizer at all in this country? view
