  • 8 Jul 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I rise on a point of order regarding agriculture. All the Ministries dealing with food, namely, the Ministry of Livestock Development, the Ministry of Agriculture, and the Ministry of Water and Irrigation, got only 4.75 per cent of the total Budget. So, in terms of food production, it is very difficult. How will the Ministry of Agriculture continue promoting imports, so that the developed countries can continue subsidising their own farmers, instead of us subsidising our farmers, so that they can grow food? Member is aware, all the players in the motorcycle assembling sector are private entities and, therefore, as the Government, we cannot be able to direct them to invest in a particular region. However, the Government is facilitating investment in the industrial sector through creating a conducive and enabling environment. This includes the City of Kisumu.   • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, the Ministry is, in fact, implementing a private sector development strategy. Part of this strategy is to encourage industries, including the establishment of a motorcycle assembly plant, in this country. There is already a number of formal private companies working in the area of motorcycle assembly. As the hon. Member has noted, it is true that most of these companies import fully assembled motorcycles or parts of motorcycles and assemble them locally.   • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, in all honesty, except for the humour that our colleagues are affording us, I was appointed, and the matter put on public record first on 13th April, 2008. On 21st April, 2008, I along with many other Ministers, Assistant Ministers, the Prime Minister and Deputy Prime Ministers were sworn-in on the same day at a public function that was broadcast live to this nation.   • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, I must say that Mr. Speaker's ruling has given me an opportunity to give a presentation in very specific terms. In my earlier reply, I spoke about three specific private sector companies that are operating in Kisumu City, Eldoret and Nakuru. I mentioned them by name. I said that those private sector companies - Toyota East Africa, CMC Motors Group and Car and General Motors - are active in those areas.   • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, KIE has already received in excess of Kshs200 million to support enterprises. In the coming financial year, we expect to inject a further Kshs80 million into that institution for the same purpose. view
