Thank you, Hon. Speaker. Knowing that the new Act had been passed, we went ahead as a constituency and took the ceiling, which is Kshs25 billion, and divided it by 290 and got what we expect to be allocated to us and we started working on that formula. So, I want the Chairman to confirm if we should stop working on that assumption. If there is a new formula, then he should table the list. But if that is the way forward, then he should confirm if we should go ahead and bring our proposals based on that new formula.

Thank you, Hon. Speaker. I also want to support the ratification of these EPAs. I urge the Ministry of Industrialisation, Trade and Cooperatives to be very pro- active because once we open our markets and are allowed to export duty-free without many tariffs, we need to diversify. I urge the Ministry to be very proactive, so that we can benefit from the free market.

If the status quo remains, it will not be of any benefit. By 2042, as we all know, we are going to allow European products to be imported into this country. Thank you, Hon. Temporary Deputy Chairlady. I want to plead with Hon. Members. These goods are not excisable. That fact affects Clause 22(a)(10). We can accept that because it will not do any harm. We do not want to drop the whole of Clause 22. This is because Clause 22 talks about very many other goods, including items for the military, the police and so on. If we drop the whole Clause then it will affect everything. As a Committee we would like to deal with Clause 22(a)(10). If it has to be there, let it be there so that ...
