  • 1 Dec 2015 in National Assembly: Yes, Hon. Temporary Deputy Chairlady. view
  • 17 Nov 2015 in National Assembly: I also oppose the amendment. Everybody should stick to his or her profession. If lawyers are supposed to be in court, then accountants should be in the accounts department, and economists in the economic department. If we start mixing professions, we will have lawyers claiming to be accountants. Thank you. view
  • 17 Nov 2015 in National Assembly: Hon. Temporary Deputy Chairman, I strongly oppose this further amendment because I am not seeing the use of us having 1,450 small courts. With 290 to start with, we will be able to clear backlogs. When we go to the ward level, we will have 1,450 small courts and yet we are always complaining of the huge wage bill. view
  • 17 Nov 2015 in National Assembly: Sorry, I think I jumped the gun. I went to Clause 11. view
  • 17 Nov 2015 in National Assembly: I am sorry, Hon. Temporary Deputy Chairman. I had spoken on the same in the beginning when I was saying that if we create these courts we will have 1,450 courts. view
  • 17 Nov 2015 in National Assembly: We will have 1,450 courts at ward level. I know some areas are very big but regarding the population, I think those courts will be idle. We also have the wage bill and other issues. Therefore, I strongly oppose this amendment. view
  • 15 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the chance to contribute to this Bill. From the outset, I support this Bill. I am impressed by the reorganisation of the Court of Appeal. The Bill says that we will have a president of the court and it will consist of not less than 12 judges appointed in accordance with Article 164 of the Constitution. I am also impressed by the part on the ranking of judges. It is now very clear how a judge will be promoted. They say that a judge who was appointed first---If they tie in ... view
  • 14 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Bill. At the outset, I support the Bill. When you go to agricultural areas, you will find that people who buy farm produce make sure that farmers overload the produce, whether it is potatoes or tomatoes. To provide that nobody should carry more than 50 kilogrammes will assist the farmers in controlling how much goods they pack. This limitation on the maximum load to 50 kilogrammes will help the farmer and the person carrying the produce. Most young men carry heavy loads and later in ... view
  • 13 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to contribute. At the outset, I want to say I support. Having the Small Claims Court is going to expedite justice because I believe right now, we have so many pending cases which mostly are for the Small Claims Court. Having that court will expeditiously, and be inexpensive for justice to be given to people. It is said very well that justice delayed is justice denied. I believe having the Small Claims Court in place will help expedite justice, and people will get justice in good time. When we ... view
  • 13 Oct 2015 in National Assembly: Kshs100, 000. It is again allowed that because of inflation rates, the Chief Justice (CJ) can adjust the rates. I think that is a step in the right direction. The issue that you should not split these cases to smaller amounts, that if it is one case that is more than Kshs100, 000, then it should not be in this court is good. That in Section 14 of the Bill, which says they do not allow dividing of these claims. I think it is the best way to go. Because many hon. Members spoke about it, I do not want ... view
