  • 30 Jun 2015 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this chance to support this Private Security Regulation Bill, National Assembly Bill No.4 of 2014. From the outset, I want to say that the services that are provided by these security firms are very important. It is important that the companies that provide such security are registered because as you know we do not have enough policemen to take care of Kenyan. When we have such security firms that are not well regulated, it also poses a danger to us because you find that some security firms that we know are briefcase ... view
  • 30 Jun 2015 in National Assembly: There are very many cases of what happens when something happens in a company providing security. You will find that the following day the security guard concerned is nowhere to be found. It becomes very hard to trace that person when you go to the company because they never kept records. If you go to court, it takes quite a lot of time before the case is concluded, but if we have these regulations that will make it easy to deregister such companies, their owners will make sure that they register all their employees. view
  • 30 Jun 2015 in National Assembly: The issue of guns has been spoken about. We want to refer ourselves to countries like Uganda where security guards have firearms. When we talk of issuing firearms, we have a law that regulates the way they are issued. Even before security guards are allowed to use firearms, they should follow the laid down regulations of how one should acquire a firearm. They should be well registered in case they are issued to them. As one Member said, these firearms should be handed over either to the police or the company when their security guard is not on duty so ... view
  • 30 Jun 2015 in National Assembly: It is a good Bill that is going to regulate this sector and it is going to increase the number of security personnel we have in the country. view
  • 30 Jun 2015 in National Assembly: Thank you, Hon. Deputy Speaker. With those few remarks, I support the Bill. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 10 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to support the Transfer of Prisoners Bill (National Assembly Bill No. 25 of 2014). At the outset, I support this Bill. I know that there are prisoners who are languishing in jails outside this country. They suffer a lot and that has caused a lot of suffering to their family members. This Bill that seeks to transfer such prisoners from foreign countries back home is a welcome move. It will enable Kenyans who are in prisons in foreign countries to come back and enjoy the kind of life they ... view
  • 10 Jun 2015 in National Assembly: one is in prison in a foreign country, he or she cannot be pardoned. This Bill is taking care of all that and I support it. view
  • 26 May 2015 in National Assembly: Thank you, hon. Deputy Speaker. I also want to support these amendments that were brought by the Senate. I am a Member of the Committee and we critically looked at the amendments and found that although they are affecting the Bill, it is not critically. So, we decided, as a Committee, for prosperity and to make sure that things move, we support the amendments as presented by the Senate. view
  • 30 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this Report of the Public Investments Committee on Kenya Pipeline Company. I want to say that it is high time we started the construction of the new pipeline, because the one that already exists is almost obsolete. I am happy that we did a procurement law that will stop the kind of acts that have resulted in delay in the construction of the pipeline. I am happy they have followed the due process and the courts have agreed with them. I also want to note that even when we were discussing ... view
