  • 23 Apr 2015 in National Assembly: When I look at the time this recapitalisation and privatisation was done, I am forced to believe that something sinister might have happened. This was done just a few weeks to elections. Normally during that period, people want to do things hastily because they think that they will be moving out of Government. It is very unfortunate to see that Telkom Kenya, a very important company, is owned by companies which we do not know their directors. An example is Al Cazar. It is a major shareholder, yet we do not know its owners and even the physical location of ... view
  • 23 Apr 2015 in National Assembly: The Ethics and Anti-Corruption Commission (EACC) should move very fast and make sure that everything that was done at that time is brought to light. If there is anybody who needs to be prosecuted, it is the right time for us to do so, so that we can have a company that is respected and well run. The fact is that the Government has had its shareholding reduced from 49 per cent to 30 per cent at a very low price, yet the assets of that company are quite enormous; this tells us that there was something that was not ... view
  • 23 Apr 2015 in National Assembly: Seeing at the way Telkom Kenya was privatised will make us not agree to privatise Government assets unless we are assured that when we privatise such entities, they will be run efficiently. The main aim of privatisation is to have entities run efficiently in the interests of Kenyans. With those remarks, I beg to support the proposed investigation of the sale of Telkom Kenya Limited. view
  • 16 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. I first want to talk about the amendment because it does not need consultations. I would like the Mover to tell us what ancestral land is. I am the Vice-Chair of this Committee, I have been in the Committee for the last seven years and we have been discussing the privitisation of the sugar factories. I think the Mover is moving the amendment on behalf of somebody else. Somebody came and said that, that is ancestral land, but we heard from the Privatisation Commission that the land they are claiming to be ancestral has a ... view
  • 16 Apr 2015 in National Assembly: It has further changed hands to another owner and another owner. I thought that we did not have ancestral land that has a title deed. All land is just leased to somebody. You are given a 99-year lease. So even if it was owned by ancestors, they were given a 99 year lease. Therefore, I want to confirm that the land they are talking about has a title deed. Maybe they consulted several years ago. There could have been changes. view
  • 16 Apr 2015 in National Assembly: About consultations, I want to confirm that meetings were held. All the stakeholders were called to Tom Mboya Hall in Kisumu. There was consultation. I am happy that the Seconder is not refuting that claim. He is only saying that maybe things have changed. About the land, I want to confirm that it has a title deed. When we talk of land changing hands, the sugar companies are being sold as going concern and everybody, including the Mover, has a right to buy them at a price that will be determined by a Government valuer. There is nothing like we ... view
  • 16 Apr 2015 in National Assembly: The Mover of that amendment should prove that this land is owned by his ancestors. He is just purporting that it is owned by their ancestors. Therefore, I oppose the amendment. I confirm that I have consulted and we have been in this privatisation issue for long. I am not interested, but I tell this House that it has been long. • 16 Apr 2015 in National Assembly: are about politics. If we want to help our sugar farmers, it is high time we privatised these sugar companies at Government valuation, and not at a throw away price. view
  • 16 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, I would like to thank all the hon. Members who have contributed to this Motion because it has been here for quite a long time. Privatisation of the sugar companies started way back in the Tenth Parliament. As we all know, privatisation is one of the requirements for us to be in line with COMESA. Since hon. Members have agreed that we privatise our sugar companies, I thank them all. I would also like to tell hon. Dalmas Otieno that, as Parliament, we had approved the write-off of the debts of these companies. However, the write-off ... view
  • 2 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. As a Committee, we decided that the Office of the Auditor-General is very independent. view
