I think we should expand Jogoo Road because we know there are very many estates that are coming up along the Eastern side of Nairobi. We have estates like Pipeline, Utawala and the rest which all congest Jogoo Road. When you look at the funds that have been created in this country, they only cater for the women and the youth, discriminating against men who are already past 35 years. Out there, there are people who are still energetic and still need money, but this Government has decided to discriminate them in these funds. We have seen the Uwezo Fund, the Youth Enterprise Development Fund, the Women Enterprise Development Fund. It is quite a lot of money and has helped quite a lot of people. Unfortunately, the youth Fund is not well utilized. The youths are not taking up money, and I believe it is because they lack ideas. The age group of 35 to 50 years can utilize this money. However, there was no financial provision in the whole Bill, and the Committee is going to bring an amendment to make sure that all the finances that are collected by the institute are well accounted for in order for the members of the institute to have confidence in it. One of the major functions of the institute is to advise the Cabinet Secretary in charge of finance on matters relating to security and investment in all sectors of the economy.

Under Clause 12, the Bill provides for the appointment of the secretary to the council. We noted that although there is provision for appointment of the secretary to the council, the drafters did not specify if the secretary was going to be the Chief Executive Officer.
