Mr. Deputy Speaker, Sir, the Assistant Minister has given me the assurance that he will do it within two weeks. But I also want to ask him that when they start doing the bridge, can he give us, at least, Kshs1 million so that we can do a diversion because that is the only major bridge that we use and we need funds to do a diversion when he will be constructing the bridge because I know it will take so long. Or, rather he should give me an undertaking how long it will take.

I want to ask the Assistant Minister what he has done to make sure that people do not encroach on forest land because most people who have shambas next to the forest are actually tilling Government forest land. What urgent measures has the Assistant Minister taken to curtail that?

Mr. Temporary Deputy Speaker, Sir, I am asking what urgent measures the Assistant Minister has taken to make sure that people who have land next to the forest do not encroach the forest. This is because in most cases, you will find people who have shambas next to the forest till inside the forest and later on claim that to be part of their shamba .

So, since the Minister is here, I would urge him to bring amendments to overhaul the whole Traffic Act. Madam Temporary Deputy Speaker, after the post-election violence in 2008, it is on record that the Director-General of the National Security Intelligence Service (NSIS) said that he gave information which the Government ignored. Could the Assistant Minister assure this House that this time, he is not going to ignore any information from the NSIS, which is funded by the Government? I want to ask him when he will redeploy the Provincial Commissioners (PCs), so that we can come of age. This will also help us forget about the PCs. On a point of order, Mr. Deputy Speaker, Sir. Is it in order for this Member to keep on misleading Kenyans that overnight lending is just misused by the banks while we know that for a bank to be allowed to access overnight borrowing, they have to have Treasury Bills and Bonds? So, the Member is misleading Kenyans that overnight lending is misused. It is not misused because the banks have to have Treasury Bills and Bonds to secure that.
