Members observed that the words, "but subject to the foregoing, the Act shall bind the Government", were unnecessary and, therefore, the need for their deletion. This was the unanimous feeling of hon. Members and we cannot go back to what we decided on. The view prevailing now at the Committe Stage, is derived from what was said during the Second Reading. It was, indeed, the feeling of hon. Members that these words be deleted. The words are, therefore, unnecessary. view

What he is talking about is not measurable; it is subjective. "Good and moral standing" may mean something very different from what Mr. Sungu and what Ms. Karua understand them to mean.
