Recently, we had an engagement with the Public Accounts Committee (PAC) of Uganda and what they told us is that their understanding of any House of Parliament having the powers of the High Court is that when certain committees sit, especially when they are interviewing hostile witnesses, those committees also include very senior police officers, who the committee would direct to produce those witnesses without having to pass through anybody else. As it has been mentioned by those who have contributed before me, the enactment of this Bill is consequent upon the establishment of the East Africa Community Customs Union. Therefore, with the establishment of that Union, it makes the Customs and Excise Act that we have had more or less repealed. Apart from the fact that it may be a department or a directorate within KRA, it should have clear roles so that we do not seem to over-centralise everything at the doorstep of the Director-General of KRA. In this House, we have many times referred to this entity called KEPSA. Is it recognised in any law in Kenya?
