  • 26 Jun 2008 in National Assembly: asked the Minister Transport:- (a) whether he is aware that there are serious concerns about the safety standards of Kenya Airways aircraft with over 100 incidents in the past three months and two major accidents in the past seven years; and, (b) what the Kenya Civil Aviation Authority (KCAA) is doing to ensure that airlines operating in Kenya adhere to international safety standards. view
  • 26 Jun 2008 in National Assembly: Mr. Deputy Speaker, Sir, the issue of air accidents, especially for a major air carrier like the Kenya Airways, is not a small matter. We all know that, within a space of seven years, Kenya Airways has had major accidents, where several lives were lost. The Assistant Minister talks of actions taken being reported to the Kenya Civil Aviation Authority (KCAA). The Question is very specific. What action was taken, for example, after the Abdijan accident to ensure that a repeat of what we saw in Douala does not occur? What the Assistant Minister has stated for part "b" is ... view
  • 18 Jun 2008 in National Assembly: asked the Minister for Energy:- June 18, 2008 PARLIAMENTARY DEBATES 1241 (a) whether he could confirm that Rural Electrification Authority (REA) has qualified employees; and, (b) whether he could table a list of employees at the Rural Electrification Authority (REA) indicating their qualifications, training and experience. view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, I have just received the list attached by the Assistant Minister from the REA and it shows that there are 18 engineers and four technicians. Could the Assistant Minister confirm whether 18 engineers and four technicians can provide the necessary supervision required for 210 constituencies, each of which is guaranteed a minimum of five projects per financial year? view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, considering that there are 210 constituencies in the country and each constituency is guaranteed a minimum of five projects per financial year, what does the Ministry consider the optimal number of technical staff to adequately supervise these projects? view
  • 10 Jun 2008 in National Assembly: asked the Minister for Energy:- (a) whether he could state what proportion of the national electricity grid, apart from KenGen's large hydro and geothermal plants, is currently fed by privately generated renewable energy; and, (b) if he could confirm whether renewable energy has been factored in the latest power systems master-plan and state the incentives that the Government has given to encourage this sector. view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister, who is also my senior colleague in the engineering profession, for the answer. Mr. Speaker, Sir, part "a" of the Question has been adequately answered. However, I have a problem with the answer the Assistant Minister gave for part "b". First of all, I think the answer is evasive, and fleetingly peripheral in many ways. In answering the Question, the Minister seems to be implying that renewable energy and alternative energy mean one and the same thing. My view is that renewable energy may not necessarily be alternative energy ... view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, I want to explain the reason why I think the answer in inadequate. view
  • 10 Jun 2008 in National Assembly: Mr Speaker, Sir, part "b" of the Question is very clear. It talks of the incentives that the Ministry has to encourage investment in the alternative energy sector. Ceding tariffs is just one of the incentives. Could the Assistant Minister tell us the other incentives the Government is giving in this sector? view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, I want to maintain that the Minister's answer to part (b) of the Question is inadequate. I would request that he brings a more adequate and better researched answer to this House. When the Assistant Minister talks of power from Ethiopia being factored into the least cost development plan, I think that is an attempt to mislead the House. Mr. Speaker, Sir, I have seen the studies done by the Ministry of Energy, and know that the nearest point from where power in Ethiopia can be connected to the national grid is 1,200 kilometres away. With the ... view
