Mr. Speaker, Sir, it is quite disappointing that despite the critical cost of energy in the world, this Government still refuses to think outside the box. We have seen the success of community-based hydros in Central Province. Why is this Ministry not encouraging people in Arid and Semi-Arid Lands (ASALs) to have community-based wind-based energy generation projects? Mr. Deputy Speaker, Sir, in response to Question by Mr. Namwamba, the Minister explained that the Western Kenya Flood Mitigation and Community-driven Development Project also covers the larger Bondo District. As we all know, this district now comprises two districts, namely, Bondo and Rarieda districts. Could she kindly explain what specific programmes are being undertaken in Bondo and Rarieda districts under the Western Kenya Flood Mitigation and Community-driven Development Project?

Mr. Deputy Speaker, Sir, the Minister has told this House that there is a shortage of 60,000 teachers in the country. Is he in order to suggest that by merely supplying books, they are able to replace the work that is required of teachers?

asked the Minister of State for Special Programmes:- (a) whether she is aware that, aside from those living in known or designated camps, there are thousands of other persons displaced by the recent post-election violence, especially in Nyanza and Western Provinces, around 1,500 of whom are registered with Rarieda District Commissioner; and, (b) what urgent measures she has put in place to ensure that these Internally Displaced Persons (IDPs) are assisted to resume their previous normal lives.

Mr. Deputy Speaker, Sir, once again the Assistant Minister's response is not only unsatisfactory but does not address the issues raised. For example, I do not understand how they are providing counselling services to people who are living in villages in Rarieda, or how transport to their villages is helping them to resume their normal lives. Part two of the Question is very clear. What is the Ministry doing to help these people resume their normal lives?

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to mislead the House that they are providing starter funds for IDPs who are not in the designated camps, when I know that of the 1,500 IDPs in Rarieda, not a single one of them has received a cent to start a business?

Mr. Deputy Speaker, Sir, I feel a bit sad when the Assistant Minister says that their priority at the moment is to do a profile of all the IDPs. In the first part of the Question, he has admitted that he is aware that there are 1,500 IDPs in Rarieda. Which is the priority here? Is it to profile that which is known or to provide for the critical needs of people who are known to be suffering?

Thank you, Madam Temporary Deputy Speaker. Unlike my colleague who has just spoken, I stand to oppose the Motion. While the objective of the Motion is good, I am not convinced that this Motion, on its own, can achieve much. We all know what happened during the post-election violence. Hate messages were sent through radio and electronic mail. In some instances, hate messages were even sent through churches and schools. They were even painted as gravity on walls.
