  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I rise under the provisions of Standing Order No.20 to seek leave to move that the House do adjourn to discuss the dire food situation in the country. view
  • 26 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in the early part of this Sitting, I asked the Chair that this House should adjourn the Order Paper business under the provisions of Standing Order No.20 to discuss the dire food situation in the country. Our country, Kenya, is facing a food crisis and urgent steps need to be taken to stop this matter from taking social dimensions. All Kenyans, wherever they are in Kenya and outside, have a right to afford, at least, one plate of Ugali a day. I have heard debate about the prices of a two-kilogramme packet of ugali unga ... view
  • 26 Nov 2008 in National Assembly: My belief is that this Government knows what to do. There is no rocket science required here. We know that the small country of Malawi has been able to have food surplus for quite a long time now. I would have expected that by now we should have seen senior Government delegations from Kenya going to study the Malawi example. Chronic food shortage in Kenya is a matter that is known to everyone. Why are we not learning from examples that exist in Africa? The Government also knows that one of the reasons we are unable to afford a good ... view
  • 26 Nov 2008 in National Assembly: 3640 PARLIAMENTARY DEBATES November 26, 2008 This is the reason we are here today. It is known, and it is in the public domain, that the NCPB should be selling a 90-kilogramme bag of maize to the millers at Kshs1,700. That works out to a mere Kshs40 per two-kilogramme packet. Why and how then is it possible that after maize leaves the NCPB by the time it ends up in our supermarkets, the price has exploded three times? It must be because of these greedy and selfish people! This House has a duty to unmask these people. This House owes ... view
  • 25 Nov 2008 in National Assembly: Mr. Speaker, Sir, on the 12th this month, I rose in this House to request for a Ministerial Statement on a very important national issue which is the utilization of the frequency spectrum. I was given an undertaking by the Assistant Minister for Information and Communications that the Statement would be given on Wednesday last week. Unfortunately, the House did not sit that day. I would like to know when I can get that Statement. view
  • 25 Nov 2008 in National Assembly: Mr. Speaker, Sir, while I wish to thank the Minister, I am sure he is aware that what he has given is just a general answer. To the best of my mind, we have a regulator of telecommunication services in Kenya. One of the key functions of the Communications Commission of Kenya (CCK), the way I know it, is to monitor frequency spectrum. This problem, from what I know, went on for more than one and half months. The Minister has said that it went on for two weeks or thereabouts. What was the Government and, in this instance, the ... view
  • 25 Nov 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. I think the Minister has to give us more than he is giving. Who was testing the jamming equipment and why? view
  • 12 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Information and Communications concerning the prolonged interference with the mobile phone signals particularly for Safaricom around the Naivasha area. For the better part of last month and early this month, residents of Naivasha town and its environs particularly Gilgil, Kariandusi, Eburu Hill, Moriendat and Kabati among others, had experienced difficulties using their mobile phones. The problem seems most pronounced on the safaricom network. Indications are that the cause may be a nearby transmitter. As a result, many residents in this area have gone without this ... view
  • 11 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister alludes to the fact that the establishment of the beach management units has improved security along the beaches. The truth of the matter is that, since the establishment of the Beach Management Units (BMUs), there is a lot more confusion at the beaches. Is the Assistant Minister aware that some of the BMU committees are actually behaving as a quasi -police unit, arresting people arbitrarily? view
  • 4 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, the potential to harness alternative/renewable sources in energy in Kenya is huge. It is estimated to run into tens of thousands of megawatts. Yet, in this country, biting shortages and unstable supply remain the order of the day. When you hear, for example, the Assistant Minister giving his answer, you tend to get the impression of policy statements that lean towards exclusivity. They talk of geothermal, solar, wind and even oil plants, but all on their own! Mr. Deputy Speaker, Sir, my question to the Assistant Minister and to the Ministry of Energy is: Has this ... view
