I have been following this matter and I am quite aware that one of the prayers the applicants made before the court was to stop debate and the court declined. I wish more minimal Committee Members would listen to the recommendations of this Report. The issues that have been raised particularly with regard to leaderships of Committees are very important. Sometimes, I get surprised at how people find it very difficult to understand obvious things. It should be obvious that to be a Chairman of a Committee, you first have to be a Member of Parliament. It is not every Kenyan who gets an opportunity to come to this House. In fact, as an engineer, I can tell you that if you were to represent the number of Members who have passed in this House in comparison to the population of Kenya, it is an insignificant proportion.
