2 Apr 2015 in National Assembly:
Hon. Temporary Deputy Speaker, I want to thank all the Members who have contributed. This is a landmark Bill for this country. This is not time for debate but I am particularly gratified by the provisions of Clauses 52 and 53 of this Bill, which provide for the implementation of reports of accounting officers, and withholding of funds by the Parliament of Kenya or a county assembly. This is very important. Clause 53 says that where there is a serious material breach or persistent material breaches of the provisions of the Act, the Auditor-General may, in his audit report to ...

31 Mar 2015 in National Assembly:
Thank you, hon. Temporary Deputy Speaker. I have less than five minutes remaining. Let me start by saying that, in my view, compared to this year, the President’s last year Speech sounded more like a verse from the Book of Lamentations. This year’s Speech is bold. Those of us who watch the world stage know that last week saw the passing of a model statesman; a man who devoted his life to the pursuit of prosperity for his people. I am glad that in an article in the papers today, our President regards the late Lee Kuan Yew, the founding ...

31 Mar 2015 in National Assembly:
Our laws are very clear. The presumption of innocence until proved guilty is lost when we go about things in this manner. As I conclude, I want to say that without due process, the President’s action, although with very good intentions, amounts to nothing more than futile firefighting and lynching by the mobs. This is the President and he must really do better than this. Those are my remarks as I hope that what the President says, particularly with regard to national cohesiveness, we are going to see it in the appointments that are going to come in the parastatals ...

25 Mar 2015 in National Assembly:
Hon. Temporary Deputy Chairman, the Committee of the whole House is considering the Division of Revenue Bill and the Bill I have does not have those clauses. It only has up to Clause 6. Which is that Clause 9 we are talking about? We are running ahead of ourselves. The Bill we have only has up to Clause 6. Why are we talking of Clause 7, 8 and 9? Hon. Temporary Deputy Chairman, if I could just---

25 Mar 2015 in National Assembly:
Yes, please. Hon. Deputy Speaker, every year we pass some allocation here called “contingency”. From what I remember, the Cabinet Secretary is supposed to give us a Report on how that money is spent every year. In the seven years that I have been here, it has not happened. We would like to know more about it.

25 Mar 2015 in National Assembly:
With regard to the money for Social Safety Net Programme, I know that it is going to different groups. However, have we not reached a point where we should know what is going to each constituency after we take out all the other groups? If you divide this money roughly the way it is, then approximately 1,500 people per constituency should have it. However, the last time I checked, only about 300 people are getting it in my constituency. It is important, in the interest of equity and fairness, that this money be broken down, so that we know what ...
