  • 1 Dec 2016 in National Assembly: Service (NYC). I emphasise that the intention of these proceeding is nothing other than to uncover the truth and nothing but the truth. It can never be our intention, and it can never be the intention of these proceedings, to be used as raw materials for political wars. As a Committee, we cannot allow such wars to sway the outcome of these proceedings. Decisions under our procedures, including witness scheduling, are undertaken collectively within the Committee. Over the period of these investigations, we have received numerous submissions that required us to either call witnesses to appear before the Committee or ... view
  • 1 Dec 2016 in National Assembly: the same Committee, before which this matter has been presented, appear to completely disregard our own procedures and delve into the substance of the matter, which they have the opportunity to discuss in the Committee’s proceedings. It is for that reason that I appeal to you, and to my colleagues, that we should make a decision on the matter in the manner that is clearly provided for in our Standing Orders. I beg for your opinion, Hon. Speaker. view
  • 29 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to contribute to this Bill. I think this amendment is a brief one and it is mainly to increase the number of people who fall within the honours category. But even as we speak about honouring our people, I think our process of identifying and honouring our heroes is still, to me, too subjective. We tend to consider many things apart from what really are the contributions that lead to making our nation great. I have spoken here before, both when I was in the 10th Parliament and when I was ... view
  • 29 Nov 2016 in National Assembly: As we honour and embark into the process of putting in place legislation to honour true heroes of this country, let that process be truly one that recognises people who have made contributions that have made a difference in the lives of the people of this country. You saw the uproar that came up when, during Mashujaa Day, the late Jaramogi Oginga Odinga was not mentioned among the heroes of this country. Raila Odinga was also not mentioned among the heroes of this country. We will have whatever we want to think about these people but no one can deny ... view

  • 29 Nov 2016 in National Assembly: Is she in order to say that when the President was addressing the nation from Machakos, the whole thing became a county function? The President was addressing the nation. That is why he mentioned James Orengo, who comes from Siaya County, as a national hero. That is the point of contention. view
  • 29 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. This is a good Bill because my sense is that we will finally deal with the despicable land speculation and artificial land pricing in Kenya if it is implemented. My sense is that artificial pricing of land cannot lead to any economic growth. If we can standardise land rates, rent and Stamp Duty and make compensation predictable, it will lead to economic growth. The Bill notes that huge variations in the amounts paid by way of compensation has led to huge inequities to those whose land was compulsorily acquired. The law seeks to equalise ... view
  • 29 Nov 2016 in National Assembly: So, this despicable land speculation, this artificial pricing of land in Kenya is what is impeding growth of major infrastructural projects. view
  • 24 Nov 2016 in National Assembly: Hon. Deputy Speaker, I wish to thank the presenters of this Petition, especially coming so soon after almost a similar petition on violation of labour laws and other laws, particularly obligations of corporate entities with regard to tax payment by the East African Breweries Limited. As Members of Parliament, it will amount to dereliction of our duty if our people petition us in vain. The National Assembly addresses matters that are of concern to all Kenyans, irrespective of the constituencies they come from. As you commit this Petition to the Departmental Committee on Labour and Social Welfare, I urge that ... view
