  • 4 Mar 2015 in National Assembly: the leap of faith and courage to bring laws in this House that can make NEMA to be the body that it was intended to be for the people of Kenya. view
  • 3 Mar 2015 in National Assembly: Hon. Speaker, I just wanted to follow up on the Petition by hon. Justice Kemei. Let me start by thanking you very much for the direction you have given with regard to petitions. This is because the truth of the matter is that petitions have become rituals in this House. Indeed, it is true that when members of the public petition the House, it is for a particular reason. Turning to the Petition by hon. Kemei, my request to the Departmental Committee on Finance, Planning and Trade is that this matter does not just affect Muhoroni Sugar Company only. I ... view
  • 26 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Before I contribute to this Motion, I just felt that we should have given more time to the other Motion. Although it has passed and it is not good to go back there, I frankly think the biggest problem in the education sector is the parallelism between the Ministry of Education, Science and Technology and the Teachers Service Commission (TSC). Having said that, thank you for giving me the opportunity to contribute to the Motion about a Report on the privatisation of the public sector owned and controlled sugar companies. Privatisation will clearly address ... view
  • 26 Feb 2015 in National Assembly: all those other companies. When we look at the problems going on in MSC today, one begins to wonder whether privatisation is going to be the cure of all those problems. I think we have to address the real problems in the sugar sector. For me, the biggest problem in the sugar sector remains the fact that the price of imported sugar is much cheaper than the price of locally produced sugar. I have been told that some of the imported sugar costs as low as USD300 per tonne while the price of producing local sugar has gone to as ... view
  • 25 Feb 2015 in National Assembly: Hon. Speaker, I rise under Standing Order No. 33 to seek leave for the adjournment of the House to discuss a definite matter of urgent national importance with regard to the fate of the Constituencies Development Fund (CDF) following the recent ruling by the High Court. view
  • 25 Feb 2015 in National Assembly: That ruling has brought anxiety and uncertainty in all parts of the country. As duly elected representatives of the people of Kenya, it is our duty to give leadership and direction on this matter to the Kenyan electorate who, alone, are the holders of the sovereign power of our country. In my view, we will be failing in our duties if the true aspirations of our people do not form the primary agenda of the business of this honourable Assembly. I am aware that there is a Kamukunji tomorrow but while there, we will mainly be dealing with the experts ... view
  • 25 Feb 2015 in National Assembly: I thank you, hon. Temporary Deputy Speaker for giving me the opportunity to contribute to this very important Motion by my good friend. He is one of the very highly respected Members of the Eleventh Parliament. view
  • 25 Feb 2015 in National Assembly: I want to look at this Motion as one that gives us an opportunity to put the history of the freedom struggle in proper perspective. For a long time, we have tended to concentrate on those who took part in acts of resistance as opposed to those who took part in passive resistance. Under the passive resistance, I have in mind the local or African churches and those who went to great risk to give solace and accommodation and even food to the freedom fighters. The name, for instance, Habil Omolo from Bondo may not mean much to those who ... view
  • 25 Feb 2015 in National Assembly: Hon. Temporary Deputy Speaker, from where I come from, we border Lake Victoria. We have had very horrifying stories of those who tried to rescue the detainees who were trying to escape from detention in prisons in Mageta and Oyamo Islands in Lake Victoria. Since those people who were detained could not swim, a lot of times, our people put their lives on the line to try to help them cross the lake and get refuge. Many times, they also used their boats. In fact, we are being told of cases where the colonialists, at random, would choose to shoot ... view
  • 25 Feb 2015 in National Assembly: Hon. Temporary Deputy Speaker, even from Rarienda where I come from, we have those who took part in the passive resistance to the colonialists. People like George Ongo Sereta, a friend of mine who is still waiting for their compensation--- view
