  • 21 Aug 2014 in National Assembly: Free movement of services is still a major challenge. It is not a secret that Kenyan professional services are far more developed than the rest of East Africans. In fact, despite our low population, at one time, speaking as an engineer, the total number of engineers in Kenya were more than all the engineers in all the other countries of East Africa. If you go to Kigali, Rwanda, today most of the landmark buildings were done by Kenyan professionals. It is kudos to us, as Kenyan professionals. Today if you went to Dodoma Parliament, you would notice that the interior ... view
  • 20 Aug 2014 in National Assembly: Thank you, hon. Speaker. I wish to bring to the attention of this august House the sad news of the passing on of a former Member of this House, the late hon. Jones Hezekiah Ougo, who hails from Rarieda Constituency. Hon. Speaker, the late hon. Ougo served as MP for Bondo Constituency between 1974 and 1981 before it was split in 1988 to form what is currently Rarieda and Bondo constituencies. In 1981 the late hon. Ougo did what would be most unthinkable to most of us today. Indeed, it is something that most of us would find very difficult ... view
  • 20 Aug 2014 in National Assembly: At the time of his death, he was a respected senior of our great Republic of Kenya and a valuable member of the Luo Council of Elders. On my behalf and on behalf of all the people of Rarieda, I wish to send my heartfelt condolences to his widow, Alice, his friends and confidante for many years, Mzee Mitura Ang’ina, his children, grand children, friends, relatives and all the people of the greater Bondo that hon. Ougo represented in this House with distinction. May the Almighty God rest his soul in eternal peace. As I conclude, you will realise that ... view
  • 20 Aug 2014 in National Assembly: Thank you, hon. Speaker. What is happening in the health sector in Kenya, in my view, may amount to criminal dereliction of duty. Hon. Speaker, devolution is a good thing. But even a good thing that is done in a bad way becomes a bad thing. Our Constitution is very clear that the right to life is one of the fundamental rights that we must enjoy. But health care in Kenya has become a preserve of the rich. Only those who can afford to access private facilities now can be able to access health care and that is unacceptable. view
  • 20 Aug 2014 in National Assembly: I think it is the duty of this House to look at the entire environment of devolution in Kenya. It was a good thing that was intended to help our people. But the priorities are upside down. Our people are not getting what they should be getting. Instead, those who are in charge of the counties are engaging in trivial things that only serve their egos and not the people they are supposed to serve. view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, I have said it before and I am saying it again that it is the duty of this House, together with our sister the Senate, to relook at the entire environment of devolution so that what the intention of devolution was at the time we enacted the Constitution may be achieved, but not what we are seeing now. view

  • 20 Aug 2014 in National Assembly: On a point of order, hon. Speaker. view
  • 20 Aug 2014 in National Assembly: On a point of order, hon. Speaker. Is hon. Mbadi in order to take that line of argument when we know that in the world where we live, a rumour is not confirmed until it is denied? view
  • 19 Aug 2014 in National Assembly: Hon. Speaker, I thank you for giving me the opportunity to contribute to this Bill and I am also happy that I am contributing just after hon. Nyokabi has made her contribution. view
