I campaigned for this Constitution, but even as we did so, we did it with the knowledge and acceptance that there was about 20 per cent which was not entirely correct. Since the convening of the Eleventh Parliament of this country, nothing has captured the attention of this House more than security. Recently, the Officer Commanding Police Division (OCPD) in my constituency told me that his house allowance is only Kshs5,000 per month. If you are paying an OCPD Kshs5,000 as house allowance, how do you expect him to make ends meet? Do you want him to go and live in a 10 feet by 10 feet room, yet he is an OCPD of a whole sub-county? Why do we not accept that the time has come for us to review the so-called “20 per cent” of the Constitution that we are agreed is not right?
