  • 30 Oct 2013 in National Assembly: Hon. Deputy Speaker, while I have no intention of repeating what you have said, but this matter of Committees is really frustrating the business of the House. As the Leader of Majority Party has rightly said, you, as the Chair of the Liaison Committee and even the House, you have to crack the whip. This matter of Chairs of Committees not taking their work seriously, is not just frustrating Statements, but even Bills. We are having a problem transacting Bills. We have a pure presidential system under which we are supposed to be more efficient. So, in addition to what ... view

  • 29 Oct 2013 in National Assembly: Thank you, hon. Speaker. Pursuant to Standing Order 44(2)(c ), I wish to request for a statement from the Leader of Majority Party regarding the state of infrastructure development in the country, with particular reference to road networks and power supply. In his statement, the Leader of Majority Party should inquire into and report on the following:- The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 23 Oct 2013 in National Assembly: Thank you, hon. Deputy Speaker. I am a believer in the diversity of our country; I am a believer in the fact that if there is a reason why we are not doing as well as we should, it is the fact that we have not been able to fully exploit the diversity of our country. One of my dreams and hopes is that before I die one day I should be able to see a Cabinet comprising of 20 people drawn from 20 communities in Kenya, but that is beside the point. Hon. Deputy Speaker, this appointment is of ... view
  • 23 Oct 2013 in National Assembly: On a point of order, hon. Deputy Speaker. There is a clarification which has been sought here which I think the Leader of Majority Party has to respond to. It is the question of the retirement age. As much as we acknowledge the capability of Mr. Joseph Kinyua, there are also young civil servants who want to grow in their careers. What are we doing to their ambitions when we keep recycling people who are past retirement? view

  • 23 Oct 2013 in National Assembly: Thank you so much for giving me the opportunity to contribute to this Motion. I want to thank hon. Jamleck Kamau for coming up with this Motion which is long overdue. It is unfortunate that a lot of us in public life live life of a lie. There is so much poverty in the country and we want to live with our heads buried in the sand as if we were ostriches and pretend that all is well. My own belief is that we must lend a lot of humility to the positions of privilege that we hold because in ... view
  • 23 Oct 2013 in National Assembly: Hon. Speaker, as we debate this Motion, as it has been suggested by my good neighbour, hon. (Dr.) Nyikal, I would urge the Mover to propose an amendment, so that we do not just concentrate on domestic travel but also start to look at even travel hours. For instance, when someone travels to Entebe, really, what is the rationale in travelling Business Class? It is hardly a one-hour flight. I would urge hon. Jamleck Kamau that, as we debate this Motion, he considers bringing an amendment so that we can try to be at par with the best international practice ... view
  • 23 Oct 2013 in National Assembly: Sometimes it is paradoxical. I have heard of cases where as our officials go to meet foreign dignitaries travelling to Kenya, when they get into the aircraft, they look into the Business Class cabin only to find a Minister from a developed country sitting somewhere in the Economy Class cabin. It is time we learned to be humble and realised that the much wastage that is going on in the country can be used for doing other things. We need to be bold. Hon. Speaker, to me, this is the beginning. We need to go a step further and look ... view
