2 Oct 2013 in National Assembly:
Hon. Deputy Speaker, this is a good opportunity for us to look at the whole spectrum of constitutional Commissions. We are taking it, dragging it The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

and moving along partisan political lines which to me is not favourable. I have said it here on the Floor of the House and I want to say it again that if there is a defect in the Constitution we passed in 2010, it is the burden that the Commissions have put on the Kenyan public. It is very clear in the Constitution. It says between three and nine Commissioners. But in a bid to pursue this elusive thing called “ethnicity or regional balance” as if we can fit every community in one Commission, we insisted on going for nine ...

2 Oct 2013 in National Assembly:
Hon. Deputy Speaker, I have seen it myself. You cannot deny it. It is because they do not have any job descriptions. I have nothing against Mr. Muhoro. I do not know him and, therefore, I do not qualify to judge whether he qualifies or not. I do not qualify to judge him but I am asking this House: I have said before that, as we go forward, let us re-look at the whole spectrum of constitutional Commissions. Do we need all these Commissions? If we do, do they have to be so heavily laden with Commissioners in the way ...

1 Oct 2013 in National Assembly:
Thank you, hon. Temporary Deputy Speaker, Sir, for giving me the opportunity to support the Bill. Much as I support the Bill, my good friend, hon. Langat, who I believe is a student of the Management Science, in my humble view, and I stand to be corrected, seems to have adopted with his Committee, a rather superficial total quality management approach to this amendment as opposed to what we engineers do, which is business process engineering. As we go along, I will explain myself. Most of what has been proposed tends to be traditional and really it is more or ...

touch and feel. It should go beyond things that you cannot touch and feel. I will give you an example. Anybody who has attempted to insure, for example, a mobile phone, when you raise a claim two years later, if, and this is a big if, the insurance company decides to give you compensation, it is usually a tenth of the price. The argument is that because of the depreciation in technology, the mobile phone that you bought two years ago is no longer of the same value. But one fundamental point is lost in that argument and this is ...

unscrupulous insurance companies in this country and these are people that we need to deal with through legislation. As I wind up, so that I give time to some of my colleagues also to contribute, the realities of our times are here with us. Today, we just had the National Prayer Meeting. Terrorism is a reality. Why does it not become a basic requirement now that part of the life insurance policy should also include acts of terrorism? If you look at the losses which have been incurred in West Gate, for example, I can bet that only a few ...

26 Sep 2013 in National Assembly:
Thank you, hon. Deputy Speaker. Sometime last month, I cannot get the name correct, but there is a Briton who was reported murdered in Laikipia County. The same month, there was a widely publicized story of a bride who was murdered in broad daylight in Nairobi when she was shopping for rings. Earlier in the month of July, there was a widely reported case of some taxi attacks in Kitui County where an ex-convict was reported to have been the leader of the attackers. In the case of Laikipia County where the Briton, a foreigner, was murdered two days later, ...

26 Sep 2013 in National Assembly:
I do not talk for foreigners and my interest is not in the Briton. I speak for the people of Kenya, as a representative in the National Assembly. What I am concerned about is the case of Beatrice Nyaoke. This was so serious. That lady was shopping for a wedding ring at Corner House. She was murdered in broad daylight, with the brother in-law. It was widely publicized and the murderers were captured on CCTV and up to now, nobody has been arrested. In the case of the Briton who was murdered at night in a lounge in Laikipia, two ...
