The Committee observed, with a lot of concern that the simple audit queries that end up being reported should have been dealt with internally. It is clear that the internal audit function of the Government is virtually non-existent, does not do its job well as provided for under the Public Audit Act, 2015 and the Public Finance Management Regulations, 2015. Top on the list was the Ministry of Devolution and Planning, which not only lacked a proper assets register, but also had entries of assets whose values were grossly exaggerated. Absence of assets registers poses a grave risk of loss of public funds and public assets resulting from unaccounted for assets. view
