Only then, shall we have satisfied the requirements of Article 201(c) of the Constitution which obligates all of us to ensure that the burdens and benefits of the use of resources and public borrowing shall be shared equally between the present and future generations. I just wanted to inform him that as Public Account Committee (PAC), we do not have any backlog anymore. If you look at the Report, the apparent backlog came from the fact that this Report was tabled six months late as per the constitutional guidelines. Right now, the Report before us is for 2013/2014, which was due by 31st December 2015. Those of us who live along the water bodies of this country know that one of the biggest problems that the beach management units face is security particularly the invasion by foreign countries. view
  • 11 Aug 2016 in National Assembly: Much as we propose that the management should revert to the counties, the Committee should also bring its mind to bear on how we are going to deal with this menace. We have seen what the Government is doing in Migingo. It is not just Migingo, there are other Beach Management Units (BMU) which are literally under the grip of foreign forces, particularly those that are in some islands in Lake Victoria.
