Hon. Temporary Deputy Speaker, the Chairperson should give a detailed explanation because this is a bit worrying. As Hon. Wamunyinyi said, the things outlined here are the core functions of Parliament. I am a bit concerned. This is the law-making body of this country. Yesterday, I was very saddened to meet people who have worked in Parliament for 10 years as casuals. We are wasting people’s lives. It even gets worse when you are told that some of these people are graduates. They have been suffering and working as casuals for 10 years yet there are people who have been employed who are less qualified than they are and have been put in grades much higher than them. Is this the image we want to give of Parliament? It is worrying. The Chairperson of the Budget and Appropriations Committee must tell us what they are doing to absorb these people who have worked in Parliament for years. Hon. Temporary Deputy Speaker, this Bill may inadvertently be admitting the diminishing role and stature of Parliament. As we speak now, ranking is happening even in our schools. It is a natural phenomenon. If you go to the counties and the sub-counties, ranking is done and, in fact, people will tell you the top school. In fact, whenever the results are announced, all the major national newspapers will tell you the best school in that year’s exam. I find it curious that we are attempting to motivate ourselves.
