In this Bill, one of the things that we must do is to propose stiff penalties for Kenya Power Company if they cannot guarantee us power for a certain period. Johnson Sakaja recognises a problem in our country. This is one of those progressive Bills that target real needs in our society. We all stand to benefit if every Kenyan, wherever they are, can go to bed with their families guaranteed that they are able to take care of their daily needs. If we are to be totally truly independent from the Government in the spirit of our Constitution, where Parliament, Judiciary and the Executive operate completely independent of one another, then we need to re-look at the law governing referrals. Probably, it is time that this House, as the law-making body, enacted a specific legislation to address the matter of referral.
