  • 16 Dec 2015 in National Assembly: THAT, this House adopts the Joint Report of the Public Accounts Committee and the Public Investments Committee on the Third Annual International Public Accounts Committee Symposium: Ensuring Accountability: The Role of a Modern Public Accounts Committee. view

  • 2 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to also contribute to this Sessional Paper. As I contribute to this Sessional Paper, the crying shame for our country must always be that we are a country which tends to think that every problem must find a solution. The solution is thought to lie either in law, sessional papers and some form of statute. I have said here before that in noble societies what people need to govern themselves is not a plethora of laws, but just to be good people. I was very closely following the speech ... view
  • 2 Dec 2015 in National Assembly: This Sessional Paper is very good. It talks of recognition of primary responsibility to observe, respect, protect, promote and fulfil the rights and fundamental freedoms in the Constitution of Kenya. We have so many laws in this country that sometimes one wonders if really what Kenya needs are these many laws and sessional papers that we are discussing. There are issues of inequality and inhumanity in our society today. I was so touched when I attended the Pope’s mass in Kawangware. He spoke of a new breed of people. We have them here in Kenya. They think that the god ... view
  • 2 Dec 2015 in National Assembly: 19 Wednesday 2nd December, 2015(A) accept to embrace the good and discard the bad. So long as we keep on ignoring the real problems in our country, these laws will be there. We will be having shelves full of laws, but our country will continue to be a country which is in conflict with itself and always quarrelling. Also, we are where a large majority are left behind and a small minority are the ones who seem to get the benefit of being independent. Therefore, I support reluctantly, but let us go to the basics of humanity. Let us embrace ... view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, while I understand the concerns of Hon. Rasso, I think this is a very progressive amendment which should be supported. However, I want to request my good friend, Hon. Mwaura, that out of his magnanimity he drops the amendment I have seen him circulating. This is because by including Persons with Disability (PWDs) at the Board under the CDFC we are actually taking care of the interests that we are trying to achieve here. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, this is a very important amendment. In the constituencies, the FAMs have become their own bosses. In fact, some FAMs have wealth which they cannot even explain their sources. They go on leave when they want. They report to work when they want. The fact that we are now going to appraise them through the CDFCs is a very inspired amendment. I urge all my colleagues to support it. I support. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I also rise to strongly oppose and persuade my good friend, Hon. Irungu, that we have come a long way. Let us not go and start now tingling. The money is already too little. There is too much worry about what is being wasted in the counties. Let us hold this little basket that we have. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 2 Dec 2015 in National Assembly: I oppose. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, this is a very straightforward amendment. It is something we deliberated upon as a Committee. It is good that we move it from the main Bill and put it in the regulations. view
