  • 8 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to speak to this Motion. First of all, I rise to support the Motion and the appointment of Ms. Wangui because she earned it through merit not because she is a lady or any other factor. She scored in the matrix which had been set for the interview and verification that she went through. On the same breadth I would want to say something which I think should be considered by the Committee and this House. I do not know why the police should be represented by a civilian when we ... view
  • 8 Feb 2022 in National Assembly: salary of Ksh21,000 in the subsequent month. How could my salary move from Ksh7,000 to Ksh21,000? There was no magic. This was a human being. Kibaki is a human being and he tripled the salaries of the Police. So, we expect the same to be done. This Commission seems not to understand what the Police are going through. I hope this lady will use her communication skills and her experience from elsewhere to make sure the Police is taken care of. view

  • 30 Jun 2021 in National Assembly: involves some big sums of money. It is a good gesture and I suggest that we get an amendment that restricted tendering will only come after prequalification. It is at the prequalification level where the companies are evaluated and one can tell which one is competent and that is the way to work. We, however, cannot go straight. Even the current law that provides restricted tendering provides for a list of companies which have already been prequalified through a procurement process. view

  • 29 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the time you have given me to add my voice to this very important Report. As we look at sustenance of our economy, one of the variables which have to be at the top is tax collection. To enhance our basket in terms of revenue, there are several areas we need to look at. We have had problems and challenges from former governments which have continued to pose problems to our revenue collection programmes. One of the things that baffle me is that we have seen continued increment in taxes. The Government increases ... view
  • 22 Sep 2020 in National Assembly: Thank you Hon. Speaker. It is about the Fund that we created through the amendment of the Public Finance Management Act. I appreciate the response by the Chair, but the regulations need to be put in place quickly. Hon. Speaker, before implementation, the regulations have to be in place. The regulations should tell us how this money will be shared out. This is because we are talking about small, micro and medium enterprises. So, we need to know how the money will be shared out amongst the different cadres. We are also interested on how it will be shared out ... view
