Thank you, Madam Temporary Deputy Speaker. I wish to commend the Mover of this Motion, which is very important. The Ministry of Youth Affairs and Sports is in keeping with what happens elsewhere in the world. Many years ago, we used to have sports hidden under the Ministry of Social Services, but now that this Ministry has been recognized as dealing with issues of youth and sports, it is acceptable to us. Madam Temporary Deputy Speaker, I would like to thank Dr. Kuti for moving this Bill. I want to commend him for bringing this Bill before the House. I cannot remember when we repealed the Veterinary Surgeons Act that guided the conduct and operations of the veterinary profession. I think since the colonial days, we have not had a review of the Bill to guide the way professionals within that sector should operate. I know for many years that there have been complaints by para-professionals â that is people who render very good service to the farming community - that they have not been recognized. However, this Bill is now going to correct that problem that is facing that group of people. It was a very well intentioned move not to separate the Bill that governs the technicians and this Bill that now covers the professional veterinarians. Many people have not realised that climate change is with us. We have been told by scientists time and again that climate change is, indeed, with Kenya as it is with many other countries.
