  • 20 May 2009 in National Assembly: Madam Temporary Deputy Speaker, thank you for giving me an opportunity to support this Motion, which is urging the Government to set up a squatters settlement fund. I want also to join Mr. Mungatana in congratulating the Member for Saboti for bringing this Motion. I just want to stress the fact that the Member for Saboti is a chip off the old block. If you remember – you may not remember – his late brother, the Vice-President, Mr. Wamalwa, was a master of the English language. His brother has gone to the extent of defining what a squatter is. What ... view
  • 20 May 2009 in National Assembly: Madam Temporary Deputy Speaker, I think I said that some Kenyans have got free land both in the Moi and Kenyatta era. If you give me time, I will bring names of people who got land without paying for it. I live in Trans Nzoia where there is a number of people who got land for free. They got land from forests and former mzungus without paying anything. I will be prepared to bring names here! view
  • 20 May 2009 in National Assembly: Madam Temporary Deputy Speaker, I think I am on the road to addressing the issue; I am being moved into different areas. So, what is important is that we do not have as much as we used to have. My contention is that we, as the Government, now should look at the possibility of setting up some framework, or a fund that can be used to purchase land that is owned by individuals, who may not want to do farming. We have private farmers who would like to sell their land; indeed, we have quite a number of such people ... view
  • 20 May 2009 in National Assembly: While we congratulate the Minister for Finance for taking that action, I would like to suggest that we should have a mechanism through which every year, we have money voted to be available for this type of settlement. At that time, the figure was Kshs3 billion, and I was in this House. I was very excited when the Minister for Finance came out with the announcement. I thought that the Minister for Finance was going to look across the country. With Kshs3 billion, I would have imagined that he would look at the Coast, where Mr. Mungatana comes from, and ... view

  • 14 May 2009 in National Assembly: Thank you Madam Temporary Deputy Speaker, for giving me the opportunity to contribute to this Motion. I dare say, I want to support this Motion with reservation. Madam Temporary Deputy Speaker, the importation of maize has been in the news for a long time. I remember in 1978 we had a shortage of maize and the then President of the Republic of Kenya, the retired President Daniel Arap Moi had to go out of the country to beg for food and maize. Therefore, Kenyans were saved by farmers from outside this country. Ever since then, there has been talk of ... view
  • 14 May 2009 in National Assembly: Madam Temporary Deputy Speaker, when I was talking about GM food, I did not particularly target maize. GM food can be peas, beans or wheat. Indeed, BT wheat that is now being grown is a GM product. It is a fact that GM foods give more yield. This is why countries such as Brazil, India, United States of America and Canada are growing it. view
  • 14 May 2009 in National Assembly: Madam Temporary Deputy Speaker, my colleagues will have a chance to contribute to this Motion. I do not want to be derailed. Let me address another issue that is very important in as far as food production is concerned. Madam Temporary Deputy Speaker, I want to join the Member for Karachuonyo in talking about the Lake Basin Development Authority. Indeed, Trans Nzoia, where I come from, is within this Basin. This is an institution that we should support, as a Government, and give it more money. First of all, we should give it money to employ staff. view
