  • 22 Jan 2009 in National Assembly: Yesterday, there was an issue in the House, about a cheque. The House wanted to know where the cheque was, and when it was delivered. I am glad to inform the House that payment has been made and delivered to Kiambu West District Commissioner. The cheque number is 000682, dated 21st January, 2009. An official receipt number is quoted here. view
  • 22 Jan 2009 in National Assembly: I know why my colleagues are laughing. I want to sincerely apologise to the House because the answer I had received from my officers was in anticipation of Parliament being reconvened in March. Therefore, when they said that the cheque was ready, they did not know that Parliament would be recalled in early January. That was a mistake on the part of my officers. I identified the officer who gave me the wrong information and disciplinary action will be taken against him. I apologise. view
  • 22 Jan 2009 in National Assembly: Mr. Speaker, Sir, I apologise again. I was unwell and could not turn up in Parliament. My Assistant Minister was in Uganda, therefore, I could not use his services. I apologise. view
  • 22 Jan 2009 in National Assembly: Mr. Speaker, Sir, if I remember very well, the hon. Member indicated, last year, that the answer he received had not been signed. I said that, that was not a property of the House. However, I have documents here that I may lay on the Table just to prove that, indeed, our receipt from the District Commissioner from Kiambu West and the cheque number is on this document. The receipt number from the DC is also here. There is no need to defer this matter. view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, I beg to reply. view
  • 20 Jan 2009 in National Assembly: (a) Yes, I am aware that five-year old Mercy Wanjiru was attacked by stray elephants in Bibirioni Village on 22nd August, 2004 and sustained serious injuries and compensation has not been paid. view
  • 20 Jan 2009 in National Assembly: (b) The claim could not be processed in time due to some administrative problems, but now it has been processed and the payment is ready at the DC's office, Kiambu. (c) My Ministry continues to sensitize Chairmen of the District Compensation Committees, who are District Commissioners, to meet regularly, deliberate on and approve compensation claims on a regular basis to avoid a pile up of pending cases. view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, first of all, regarding the answer that was unsigned, I cannot claim to have given an answer if I did not sign it. Secondly, according to my officers on the ground, the money is with the DC, Kiambu. view
  • 20 Jan 2009 in National Assembly: I would feel very concerned if my officers have not given me the true story. In fact, this afternoon, I checked with the particular officer, who confirmed that the money is there. view
  • 20 Jan 2009 in National Assembly: Mr. Speaker, Sir, I did not get the question. Could he repeat, please? view
