  • 25 Nov 2008 in National Assembly: Mr. Speaker, Sir, I would like to second this very important Bill. You know very well that this Bill should have gone through last year and as the able Minister has said, it was just by bad luck that it did not go through. I remember that in the last Session, practically all the hon. Members then who contributed to this Bill supported it. That, in itself, goes to show that Kenyans have been waiting for this Bill for a long time. We live in a technological world and it is technology that is now moving everything that is November ... view
  • 8 Oct 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me an opportunity to support this very important Motion. I want to thank the Mover, a good friend of mine, Mr. Mututho, and the Seconder, a brilliant debater, who has taken over the mantle of his late brother, Mr. Wamalwa; there is a historical background to this very important Motion. Without repeating myself, let me say that my colleagues who have spoken before me, have highlighted the historical background. They have highlighted on those gallant Kenyans across the nation who rebelled against the British invasion in Kenya. So, I will not go ... view
  • 8 Oct 2008 in National Assembly: I have never grabbed any land. I thought for a while you said that I grabbed land. Indeed, this is an area that we should take very seriously. We should not just talk about repossessing land. We should go and actually get that land back. In Kitale, we know who grabbed land. We are willing to give names. In Mau, we know who 2562 PARLIAMENTARY DEBATES October 8, 2008 grabbed land. We should go and get that land and distribute it not only to those veterans, but also to many very poor landless Kenyans that we are living with today. ... view
  • 29 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the outset, I would like to second this Motion. As you are aware, our economy is essentially driven by provision of energy. I want to commend the Minister for the efforts he has undertaken, not only this year but over the last two to three years as well. Hon. Members will agree with me that there is a definite improvement of electrification not only of our rural areas but also in our industrial areas. This has been particularly notable in the last two years. Mr. Temporary Deputy Speaker, Sir, in my own constituency, we ... view
  • 23 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I want to congratulate Mr. Jeremiah Kioni, hon. Member for Ndaragwa for bringing this Motion before the House. It is an important Motion. I would like to say straight away that I support it, because I have been a victim. I would like to give a historical background to some of the issues involved in this Motion. I plead with my colleagues that we should not be narrow about this. The issue must be looked at with some historical perspectives. I remember that I came to this House in 1988, and at the time there was ... view
  • 23 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, let me tell you something. We have a saying that if you carry a stick and a dog has stolen meat, you will see it running away because of the mere fact that you have carried a stick. I do not know why my friend is jittery about what I am saying. view
  • 23 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, most of the youth that killed my constituents in 1992 came from Uganda and from the way they were organised, it appeared very clearly that they were trained. More recently, about five kilometres from my home, a group of youth came in a car, picked ten people from a market called Kinyoro, tied their hands behind their backs, made them kneel on a road and shot ten of them execution style. Two weeks later in Mr. Wamalwa's constituency at a place called Matisi, an organised group mostly of young people came and entered some houses in ... view
  • 23 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, the point I am making is that we should look at this issue very broadly. We should not even focus on the post-election violence that rocked this country only the other day. The reason why I was referring to 1991/1992 is that this Select Committee must go as far way back to the early 1990s and look at this issue. I want to conclude by saying that we must look at the issues of unemployment because I think it is one of the major causes of this problem. We must look at the education of our ... view

  • 22 Jul 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to second this Motion. I will take off from where the Minister left. He has just told this House that he did not get the funds as requested. The Minister had requested for Kshs5.6 billion. However, he only received Kshs2.3 billion leaving a shortfall of Kshs3.3 billion. As you are aware, most Ministries need more money than they get. However, in this particular case, for the Minister to do all the things he has told us; establish capacity within the Ministry and create structures within various sectors of his Ministry, he requires more ... view
