  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is a good question. This matter has been debated in the sub-committee today. The sub-committee of the Cabinet has approved that it goes forward to the main Cabinet. I am almost sure that this matter will be discussed in the next Cabinet meeting and, therefore, Members of Parliament will have an opportunity to debate this draft Bill here pretty shortly. view
  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have already covered this part of the question that the Government does not compensate in a matter that is of confrontational nature such as this. But the court will decide. If the court decides that we are guilty, definitely, we will compensate the family. IMMINENT EVICTION OF MPEKETONI FARMERS BY EGERTON UNIVERSITY ( view
  • 29 Aug 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Since most of my colleagues in Government who have spoken on this Bill have agreed that it is the right Bill to come at this time, so, on behalf of the Government, I would like to make it very clear. Going by what I have seen, there has not been a single dissention from my colleagues who have spoken before me. I, therefore, want to state very clearly that on behalf of the Government, we accept this Bill. view
  • 29 Aug 2012 in National Assembly: It is a Bill that should have been brought in the House a year ago. Before I forget, I want to commend Dr. Khalwale who today I am told is a coward. view
  • 29 Aug 2012 in National Assembly: I do not know how a bull fighter can be a coward. I think Dr. Khalwale is stepping in the nyayo of the late Shikuku. He has been in the forefront to see that justice is done. Mr. Temporary Deputy Speaker, Sir, we have a word called “impunity.” Impunity is something that has taken root in our nation. People can do what they want to do regardless of the law. Now, we are legislators who pass laws here. These laws should be for everybody. These laws should be for the mighty and the downtrodden in our society. So, we must ... view
  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, indeed, that is true. This is a very weighty matter and following your advice to consult my colleagues, we went ahead and formed an inter-ministerial committee involving the Ministry of Roads, the Ministry of Lands, Ministry of Transport and my own Ministry. As Ministers, we met but it was apparent that in order for us to give a comprehensive answer to the House, it was necessary that our technical committee involving these Ministries should really go into the details of these issues. Indeed, we formed that and we have been meeting. Mr. Deputy Speaker, Sir, I ... view
  • 28 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I agree with you but I want to say that the Government has not broken the law. The Ministry of Roads is not constructing the road through the national park. There was intention to do so but as I say, we realize and as the Questioner realizes too, this is a matter that involves the transport system within our city. As I said, it is a weighty matter and we need this technical report. I will do all I can to make sure that within the next two weeks, I have the report to the House. view
