  • 29 Mar 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think it is good to set the record straight. There are several Bills that are yet to come through the House. He says that the Vice-President and Leader of Government Business has written to all Ministers and the Attorney- General for publication. They all cannot come in at the same time. So, in line with the President's Speech be assured that those Bills are coming. view
  • 23 Mar 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While we are very keen to listen to what Prof. Anyang'-Nyong'o is saying, and we have great respect for him, the tradition of the House is that after he is through with the document, he tables it. 70 PARLIAMENTARY DEBATES 23 March, 2006 view

  • 23 Mar 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is good to put things authoritatively. I speak as an hon. Member of the Public Accounts Committee (PAC). The letter quoted by the hon. Member does not show that these issues were brought to the knowledge of His Excellency the President. What Mr. Keriri wanted to know was the prioritization of those three projects by the Office of the President. I challenge him to table that letter here! view

  • 23 Mar 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Does the hon. Member on the Floor know that the helicopters he is talking about were ordered for by the previous Government before NARC came to power? I say so because that is an audit query that is before the PAC. view
  • 23 Mar 2006 in National Assembly: On appoint of order, Mr. Temporary Deputy Speaker, Sir. I think we need to be very clear about the Standing Orders. Hon. Ojode has very clearly stated what wrongs His Excellency the President did, and you then directed him to get away from that. But he says it was authorised by His Excellency the President. Those are other people's words against what we do not know and what he knows about the report. Could he stop imputing improper motives as required by the Standing Orders and also withdraw that allegation? view
  • 22 Mar 2006 in National Assembly: Mr. Speaker, Sir, it is good to set the record straight. Going by the argument that has been advanced by hon. Mwandawiro, I think he should realise that the name of hon. Kamotho was not presented by me; rather it was presented by hon. Muturi who is the KANU Whip, and yet he is a Member of the ruling Party. view
  • 22 Mar 2006 in National Assembly: We must swallow our pride. That, indeed, is the position. Mr. Speaker, Sir, the names of hon. Nyachae and hon. Obwocha were presented to the Clerk of the National Assembly by hon. Nyachae who is the Leader of the political party called FORD(P). There is record to attest to that fact. When we first met as Whips, in the absence of hon. Dr. Bonaya Godana, we looked at the 18 PARLIAMENTARY DEBATES 22 March, 2006 strengths of various political parties in this House. From the Opposition side, FORD(P) presented two Members as its representatives in the House Business Committee. Likewise, ... view
