On a point of order, Mr. Deputy Speaker, Sir. Yes, the Assistant Minister has consulted me. But ENNDA is one of the six authorities in the country---

Mr. Deputy Speaker, Sir, I am comfortable. But the Assistant Minister should bring a comprehensive answer taking into account the Kshs2.3 billion for that Authority.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to support this very important Motion. The Government must learn to put its priorities right. If we do not put education first, then we have got it all wrong. We have already made strides in terms of Free Primary Education (FPE). Those gains may be reversed if we do not give quality education to our children. Quality education cannot come by if we do not have teachers to teach our children. It is very saddening for me to read a comment from the Minister for Education where he ...

Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to support this Motion from the joint committees. First, let me thank the Minister for Energy and his team for the good job they are doing, especially in the area of rural electrification. Mr. Temporary Deputy Chairman, Sir, I am a Member of the Finance, Planning and Trade Committee. We looked at this amendment. The Constitution clearly says that the Commissioners may be part-time or full time. This particular Commission, which is there now, is being saved by Clause 27. So, what we are saying is that since we already have an Executive Officer who is the Secretary to the Commission, the future ones should actually serve on part-time basis. Even the existing ones have the option, if they wish, of serving on part-time or full time.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to support this Bill. I have gone through this Bill and I can see that it clearly sets out the procedure of how the Cabinet Secretary will guarantee the loans on behalf of the national Government. Unlike the Guarantee Loans Act which is being repealed, this one is coming more transparent and equitable.

Mr. Temporary Deputy Speaker, Sir, I also rise to support this Bill whose objective is to operationalise Article 184 of the Constitution, and I will dwell on the issues of towns. Time will be gone when delegations would be sent maybe to the Head of State to grant a city, municipality or a town. It is now about planning, especially in the areas that are said---Towns will have their own infrastructure. This is the area where we can properly take advantage in that our population should learn to live in villages. In this way, we will offload people from areas ...
