I would like you to direct all Ministers that, whenever Questions are asked, they answer them in a satisfactory manner. The Question by the hon. Member for Naivasha is clear. The Assistant Minister has not come out to either confirm or deny that construction of the illegal structures and farming is taking place within the range of distance that is being talked about. But as he read the law, it was clear there was a section that says that there is a pre-condition. The pre-condition is that the appointments should be in public interest. I think the biggest problem that lies with our education system currently is about staffing. I currently have a shortage of around 242 teachers in my constituency.
