  • 19 Apr 2012 in National Assembly: I plead with you, Mr. Temporary Deputy Chairman, Sir. The reason as to why we are setting a reference point that will be determined by the CBK is, at least, for Kenyans to know that they have an office which is responsible, which is going to determine at what cost they are going to borrow at any one given time. For example, if view
  • 19 Apr 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I am pleading with hon. Members that at this time let us think with the Kenyans who are suffering; let us think with our constituents whose houses and lives have been mortgaged, so that sanity can prevail. We are not going to be at the mercy of bankers who are irrational and irresponsible. Thank you. view

  • 18 Apr 2012 in National Assembly: Mr. Deputy Speaker, Sir, when the police are asked to investigate issues relating to the murders that happen, many times they are unable to make any traces. We were told that Samir Khan was in some places facing terrorism charges, which makes us suspect that the police were unable to provide enough evidence as to his linkages with terrorism and so this is an easier way of eliminating him rather than go through the court process. Therefore, as the Assistant Minister answers the question as to the alleged murder of Samir Khan, we would want him to confirm to this ... view
  • 17 Apr 2012 in National Assembly: Mr. Speaker, Sir, thank you for that guidance. Many a time, you have given guidance that has steered this House in the right direction and we are confident that the same will apply. However, as you give that guidance, the Assistant Minister ought to have read the Standing Orders; that the Budget Policy Statement ought to be laid on the view
  • 17 Apr 2012 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she could provide details of successfully drilled boreholes in Tana-River County since 2003, indicating the respective names of the localities, the Government agency concerned, the contractor, the amount of money utilized and the status of each bore hole; (b) who was awarded the tender to construct Haroresa and Walesorhea boreholes and if she could table the contract documents and indicate when the contractor (s) was last on site; and, view
  • 17 Apr 2012 in National Assembly: Thank you, Mr. Speaker, Sir. I appreciate the work that the Ministry is doing. At last, they were able to dispatch some monies to complete the boreholes which have been outstanding for the last three to four years. More importantly, I would like to ask the Minister the following question: The Ministry has dispatched the Kshs7 million to Bura District. The two boreholes of Walesorhea and Haroresa are in two different districts. Walesorhea is in Bura District and Haroresa is in Galole District. Since they have dispatched Kshs7 million for the borehole in Walesorhea, what are they planning to do ... view
  • 17 Apr 2012 in National Assembly: Mr. Speaker, Sir, when the Minister says that they are trying to look for money in the current financial year for the Haroresa Borehole, it does not make sense to me because the money was already factored in, in the contract they awarded to the contractor. So, I expected her to be forthright and tell us that they are dispatching monies that have been recovered from the contractor. More importantly, in respect of Bura, they are talking of Tula borehole. They are saying that drilling of the borehole is completed, awaiting installation of the pump set, the pump and generator ... view
