Mr. Temporary Deputy Speaker, Sir, I would also like to talk about Cluase 11, which is on inter-governmental relations technical committee. Here is a technical committee comprising of members that will be recruited competitively by the summit. This is the body that carries out the functions of the summit. It is the functional arm of the summit upon the summit making recommendations, and upon the summit making decisions that should be carried out. Mr. Temporary Deputy Speaker, Sir, I want to thank him for the compliment. I also want to inform him that even currently the registrar of political parties upon parties going to register their agreements with the registrar, the dispute resolution mechanism would be as per that. When counties go into agreements, they can deposit their agreements with the senate and the Standing Committee can then upon acting on such agreements resolve the dispute without having gone to court.

Mr. Speaker, Sir, the Minister seems to suggest that if they were allowed by the court to conduct a repeat census, they would be in a position to have a credible perception of the populations in these area or constituency. Since the Minister knows that demographics change and populations change with time, would a repeat census in these areas not prejudice the populations and give a wrong data because it is being conducted at a different time in a different season and year?

On a point of order, Mr. Speaker, Sir. I would not have wished to interrupt until the Minister finishes, but I am surprised he has not answered my question. Even after that one year when the Ministry had decided to conduct a repeat census and if they were not barred by any court decision, they were conducting the repeat census at a different time, one year down the line, would it not prejudice the populations because they are being counted at a different season?

On a point order, Mr. Speaker, Sir. Is the Assistant Minister in order to evade answering Ms. Karua’s question? Ms. Karua said that four family members of hon. Njuguna have recorded statements and have intimated to the police who the likely attackers were. She asked; since then, what have they done, as a police force, to arrest those who have been implicated apart from asking for hon. Njuguna’s statement?

Mr. Speaker, Sir, I also have a similar case in Bura concerning the same Ministry. I also want to confirm the sentiments by Mr. Yakub that this Ministry is not serious. However, I want to ask whether the Assistant Minister is aware of what the laws that deal with work injury benefits state. After computation is done by the Ministry of Labour and the figures of how much the beneficiary is supposed to be paid is submitted to the Ministry concerned, the law requires that the person be paid within 90 days.
