I think the Ministry is also considering seeing how they can amend this clause to say that they would be able to vote public resources. As at now, the decision of the Committee was constrained because we were the ones giving the Bill because when it comes to public funds being required, we were advised that hon. When many banks in America were collapsing during the economic meltdown, the government of the United States of America gave a stimulus package to all the banks that were collapsing in the interest of reviving the economy. We had faced a serious drought where we had shortage of food and we had literally to import food at a higher cost than we could produce from other countries. In other words, we were unable to support the farmers to the extent that we lost millions and billions of shillings just because we had to import food that may even have been of a poor quality than that produced by our farmers just because we were unable to plan. This is because we would not have needed to import maize, rice or sugar, if we are able to revive and utilize all the land that is irrigable in this country and that is arable.
