On a point of order, Mr. Deputy Speaker, Sir. While I console with hon. Murgor and I want to say sorry for the loss, and the absence of hon. Michuki, but I thought this Ministry has an extra Assistant Minister. I filed this Question two months ago before Parliament went on recess.

I withdraw, Mr. Speaker, Sir. The allegations leveled by Mr. Mbadi against the Public Accounts Committee (PAC) of this House are not true. The PAC has done quite well and it is very current with its reports. I am a Member of PAC. Before PAC used to deal with audit reports of five or four years back. We have just tabled the last audit that was done by the Controller and Auditor-General. Mr. Speaker, Sir, for Mr. Mbadi to impute improper motives on the PAC, that cannot be allowed.

Mr. Speaker, Sir, I had concluded, but you were a bit busy in consultation with the Clerk. I have said that PAC previously used to dwell on reports five or three years back. As the record of this House can show we have just concluded and tabled the last audit report from the Controller and Auditor-General and we are only awaiting the other report for deliberation. Mr. Speaker, Sir, this Statement looks like the one the Deputy Prime Minister and Minister for Local Government gave some months ago in this august House. The issues I would want clarified are only two. In the Statement, the Deputy Prime Minister and Minister for Local Government says that under the KKV II Programme, 40,000 youths will be under permanent employment and as we have known the KKV Programme to be a one, two or 20 days employment for the youth, how does the office intend to put these 40,000 youths on permanent employment? On a point of order, Mr. Speaker, Sir. The hon. Member for Bahari has asked whether it is the official Government policy to do so. But I think the Assistant Minister is avoiding to answer the question by giving us his personal opinion. He has said that he is one individual who does not like the importation of maize. But he has not told us about the Government policy which seems to concur with what Mr. Gunda is saying.

Mr. Speaker, Sir, the Assistant Minister’s reassurance that they are doing something about the case in Isiolo is not enough, because of the recent coverage and footages on televisions and newspapers. More importantly, what I want to ask him is in terms of capacitating the personnel that they have deployed in Isiolo to try and put off the fire. How well equipped are these officers? Have they deployed any police chopper to assist in the combat operation, or they are using it for other purposes?

On a point of order, Mr. Speaker, Sir. I do not know whether you clearly heard the Assistant Minister saying the reason as to why the spate of violence is coming every after one week or two weeks which is a very normal thing, according to him, is because of the security presence. Is he confirming to this House that this is something that we should expect every other day whether the Government is there or not?
